Emergency guidance

India · Controlled pilot

Start locally.
Check every handoff.

A small adult-only referral pilot can test whether people reach an appropriate service. Each pilot needs a reviewed local partner, current safeguards and a recorded launch decision.

Pilot register

Availability comes from reviewed records.

India country readiness

No pilot has been registered.

The recommended starting point is one Telangana locality, one referral pathway, up to 10 open requests and a 30-day review period. A coordinator must record the actual partner, dates and responsibilities before launch.

Before intake

Eight checks, each with an owner and evidence.

Passing a checklist does not replace qualified legal, safeguarding or privacy review. India country controls and partner verification must also be ready.

01

Local accountability

Record the accountable entity, named lead, authority for this activity and reviewed partner agreement.

02

Scope and boundaries

Document adult-only eligibility, broad service area, permitted referrals, exclusions and capacity.

03

Safeguarding and stop rules

Confirm trained review, escalation, safe contact and the circumstances that stop intake.

04

Consent and data handling

Approve the participant notice, minimum data, access, retention, deletion and rights procedure.

05

Staffing and supervision

Confirm accountable reviewers, availability, induction and absence coverage.

06

Referrals and complaints

Check partner availability, referral handoff, official emergency guidance and an accessible complaints route.

07

Rehearsal and access

Record synthetic-case checks for sign-in, ownership, mobile access, language, capacity, withdrawal and pause.

08

Outcomes and review

Agree the baseline, follow-up schedule, evidence method, limitations and end-of-pilot review.

First pilot boundaries

Referral help with a defined scope.

The initial pilot supports adults aged 18 or over requesting help for themselves. A person chooses whether their reviewed request may enter the pilot and can withdraw through their private workspace.

Safeguarding and official services

Activities outside this pilot

  • Emergency response, child cases and urgent requests
  • Clinical advice, medical treatment and legal decisions
  • Money collection, loans, fund transfers and tax receipts
  • Home visits, unsupervised contact and sensitive-document collection

For an immediate emergency, use the official emergency pathways.

Pilot review

Record what happened, including when help could not be arranged.

Authorized reviewers track consent, follow-up dates, referrals and outcomes. Confirmed service access needs a checked evidence reference; sharing information alone is recorded separately. Individual case counts, identities and evidence stay private during this small pilot.
